Job Description

Primary Responsibilities /Accountabilities/ Essential Functions:

1. Establish guidelines and operating programs to meet energy-saving resource utilization goals.

2. Develops and manages the University’s utility management program and utility tracking database.

3. Serve as the department in-house technical expert and research analyst on utility services, energy consumption, resource reduction, conservation efforts and renewable energy sources.

4. Act as a project manager for capital improvement projects that are specifically designed to improve energy efficiency and promote sustainability initiatives.

5. Oversees development and implementation of technical specifications, facilitate project development, and develop conceptual estimates of project costs, payback periods, and return on investment.

6. Support staff in developing and implementing operational improvement strategies including commissioning and recommissioning new and/or replacement equipment or buildings.

7. Develop the basis for the annual utility budgets, including the tracking of energy consumption of buildings campus-wide, recording the impact of energy and greenhouse gas reduction measures, and assisting in monitoring and analysis of utility billing records, including invoices.

8. Prepare and present administrative, statistical, analytical, and narrative reports as well as recommendations relating to energy efficiency, waste reduction and sustainability programs; conduct additional research as necessary and make recommendations on findings.

9. Coordinate and oversee vendors performing utility repairs and improvements.

10. Review and provide input on HVAC, lighting and other building systems being considered on facility projects or provide input on contractual support activities (capital projects) related to energy management or resource utilization and the purchase of any products that affect resource utilization.

11. Identify potential funding sources for proposed projects and pursues available federal and state grant funding opportunities and/or utility incentive programs.

12. Conduct life cycle cost analyses, return on investment and other financial reviews in developing and presenting business cases for change in operating practices.

13. Research best practices for energy conservation; promotes the University energy conservation programs to both internal and external constituents.

14. Coordinate usage of facilities and ensures proper space utilization consistent with energy conservation.

15. Implement weekday, weekend, holiday, and summer shutdown checklists and night setback programs for every building.

16. Perform other duties as assigned.

Experience/ Education

  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Strong mathematical ability to analyze trends and utilization
  • Skill in the use of personal computers and related software applications.
  • Skilled in organizing resources and establishing priorities.
  • Basic understanding of regulatory guidelines and ability to learn and interpret all federal, state, and local codes and ordinances pertinent to facilities planning, design, construction, and maintenance.
  • Ability to comprehend, analyze, and interpret complex documents.
  • Ability to solve problems involving several options in situations. Requires advanced analytical and quantitative skills.
  • Ability to read, understand, follow, and enforce safety procedures.
  • Ability to work with sensitive, con?dential information discreetly, ethically, and in accordance with university policies and applicable regulatory guidelines.
  • Demonstrate an ability to communicate well, both orally and in writing, with varied groups and to work effectively with University students, faculty, and staff, as well as with professionals, governmental entities, community groups, and the general public.
  • Act collaboratively to solve problems and resolve spontaneous and unique situations with professionalism and service orientation
  • Must pass pre-employment background screening.

Minimum Qualifications:

  • Bachelor's degree, preferably in the fields of Engineering, Business Administration, Resource Management.
  • Experience which demonstrates understanding of meeting and applying principles of customer service, complex planning of resources and meeting complex customer requirements.
  • Project planning experience and/or project management certification
  • Work experience in maintenance or facilities operations
