The Emergency Preparedness Program Manager plays a critical role in enhancing the University's resilience by strengthening emergency preparedness, response, and recovery capabilities across all Grand Canyon University (GCU) locations.

What you will do:

  • Oversee and manage university wide emergency planning, including development, maintenance, and execution of GCU’s Critical Incident Management Plan (CIMIP), hazard specific annexes.

  • Provide leadership in development of emergency preparedness strategies, ensuring alignment with industry best practices.

  • Participate in the development and implementation of goals, objectives, policies, and priorities for critical incident response and recovery initiatives.

  • Lead multidisciplinary teams, influence policies and emergency planning efforts to improve all phases of emergency management. 

  • Standardize emergency preparedness procedures and methods to ensure proactive approach for identifying potential campus risks and threats.

  • Serve as primary emergency preparedness lead, coordinated response and recovery efforts and decision making in absence of Director of Emergency Preparedness.

  • Adapt principles of Department of Homeland Security and FEMA National Response Framework to ensure alignment with city, county, and state emergency management standards.

  • Ability to measure and apply risk-based assessments plan improvements from Threat and Hazard Identification and Risk Assessment (THIRA) or Hazard Vulnerability Assessment (HVA). Plan, develop, schedule, and conduct periodic GCU-wide disaster drills and exercises.

  • Ability to adapt the Incident Command System (ICS), and National Incident Management System (NIMS) for university setting; coordinates the training of GCU students, faculty and staff of Department/Program roles and responsibilities Lead preparedness efforts and activities with GCU Public Safety, Health Center, Residence Life, Student Affairs, Athletics and Facilities Operations for sustaining campus operations and essential services.

  • Plan, develop, schedule, and conduct periodic GCU response and recovery drills. Serve a liaison officer with GCU and GCE Departments, Divisions and Programs ensuring collaboration, and knowledge of critical incident response roles and responsibilities.

  • Represent GCU as liaison with City of Phoenix, Maricopa County and State of Arizona for improving emergency preparedness response capabilities.

  • Support the development, maintenance, and training of GCU’s emergency operations center (EOC) are current, operational; maintains ability to activate any level of critical incident management plan for incidents and planned events.

  • Manage, operate, and maintain the EOC when activated; activates and coordinates EOC staffing in the event of an emergency, disaster, or planned event; coordinates all notifications during activation and deactivation of the EOC.

  • Other duties as assigned.

What you need:

  • Minimum of six (6) years of relevant experience in emergency preparedness, emergency management, disaster response, emergency operations center (EOC)/Incident Management Team (IMT), group collaboration and continuity planning.

  • Bachelor’s degree, master’s degree is preferred, in field such as emergency management, public safety, public administration, homeland security, or closely related field.

  • Completion of FEMA ICS 100,200, 700, 800, 300 and 400

  • Must have valid and current Arizona’s Driver License and clean driving record.

  • Must pass a pre-employment background investigation, including fingerprinting.
